Capacity Grants

NIFA provides support for research and extension activities at land-grant institutions through grants to the states on the basis of statutory formulas. Eligibility is limited to the cooperating institutions, most of which are 1862, 1890, and 1994 land-grant institutions. NIFA capacity grants are subject to the same OMB Circulars and Department regulations, with the exceptions identified in the NIFA Regulations.

General Information

New Final Rule published - 7 CFR 3419: Matching Requirements at 1890 and Insular Area institutions!

On May 11, 2018, the National Institute of Food and Agriculture (NIFA) published in the Federal Register a Final Rule making amendments to 7 CFR 3419 – “Matching Funds Requirements for Agricultural Research and Extension Capacity Funds at 1890 Land-Grant Institutions, including Central State University, Tuskegee University, and West Virginia State University, and 1862 Land-grant Institutions in Insular Areas.”

This rule is applicable only to 1890 land-grant universities and 1862 land grant universities in insular areas. The Final Rule revises 7 CFR 3419 for the purpose of implementing the statutory amendments applicable to the matching requirements for Federal agricultural research and extension capacity funds for 1890 land-grant institutions, including Central State University, Tuskegee University, and West Virginia State University, and 1862 land-grant institutions in insular areas, and to remove the term "qualifying educational activities."

CFDA 10.500 Change!
Effective Fiscal Year (FY) 2019, capacity and competitive extension programs will see a change in their Catalogue of Federal Domestic Assistance number. Currently all housed under 10.500, extension programs will be receiving their own numbers.
