Plan of Work (POW) and REEport Integration: Science Emphasis Area (SEA) and Knowledge Area (KA) Connection
The Agricultural Research, Education, and Extension Reform Act (AREERA) requires that states submit a Plan of Work (POW), including yearly accomplishments and results, in order to receive federal funding. The goal of the POW/REEport integration initiative is to better help "tell the story" of how the land-grant university partners and NIFA are working together to advance agricultural research and extension across the nation. The initiative aims to improve data quality in Plan of Work (POW) and REEport reports while reducing duplication and burden on land-grant universities (LGU) and NIFA.
Science Emphasis Areas (SEAs) are used by NIFA to develop, deliver and evaluate the agency's science objectives. SEAs help to ensure user-inspired research, education, and extension priorities remain the focus. As part of that integration effort, changes to the Plan of Work and REEport reporting requirements will begin with FY 2020 POW reporting. The new state-defined critical issues will be associated with NIFA SEAs to help organize and correlate state defined issues with NIFA's science priorities. At least one SEA will be associated to each critical issue in Plan of Work reports.
